The men in the video represent her ex lovers, and the vehicles they use represent their relationship.
The other guys in the video represent her fans, and she in different styles represent her albums/eras.
Gaga has said like a million times how much she feels restricted and challenged by the demands of her fans and the comments of critics. You have already watched Applause, she actually talks about this in that music video too (the pale-face Gaga in the cage represents her being "stuck" in the era she made dark-pop music a.k.a. the fame monster & born this way, which fans loved and wanted her to make the same style but even better songs, which Gaga didn't want to... etc)
The gaga on the white horse is the ARTPOP gaga, she just goes away.
The gaga in the neon-lit car is the The Fame Monster gaga, she has a car-crash and dies.
The gaga on the motorcycle is the Born This Way gaga, she gets lost but comes back later (Disease, and Mayhem).
The gaga that's dancing and gets shot at the end is The Fame gaga - she actually wants to destroy what started all of this drama: herself.
She said (in indirect ways, like music videos) a thousand times how she doesn't want to be "demanded" to stay the same (crazy, gothic, dark Gaga) both by fans and the industry (her label, her team, and critics...). She referred to this in Chromatica as well (the song Replay: "your monsters torture me", the song Fun Tonight "you love the paparazzi, love the fame, even though you know it causes me pain" and much more actually...).
I don't know if you've watched the music video for Disease yet, but in there, she shows how all of her past versions are dead (though the fans still don't get it...). In that video, her old versions are all zombies - except for Born This Way, the caharacter of which she now refers to as "The Lady in Red" or "Mistress of Mayhem". To her, Born This Way will always be her Everest.
So in this music video, which she ironically presented as "a gift to fans", she symbolically "ends" her previous eras, along with her past relationships that inspired those albums... That's why it's so chaotic :)
