To the publisher it is considered a “first party” game. Same with SIE and Stellar Blade, Rise of the Ronin, DS2 etc. But to the wider industry I would say they are “second party” games as they are developed by third party studios and are not first party IP. Video game definitions are not straight forward lol. Yes it is a first party XGS published title for us and we have loved working with those teams on this game/announce. The Xbox Wire piece speaks to the history of the project which started with Phil Spencer’s visits with those teams in Japan many years ago.
