Update: Finished watching the video. You touch on how the engines are different. My original comment still stands. In unison at least.
God, the skybox is ugly even on high end pc's, wtf.
I upgraded to 9800X3D too from my 12700k after the first beta and the i7 indeed ran much slower with the same gpu in the beta.
I don't feel GPU optimization changed at all aside from VRAM optimization which you would never see either. But most gamers don't have more than 8GB of Vram.
RE engine is dog, but Capcom DID make the game at least playable with feedback from the first Beta for more gamers than you realize.
I think the performance changes is most noticeable for people who have mid to high mid level cards. I myself on the rx 6700 xt saw an improvement from not being able to hit 45fps consistently in the beta to at least almost always being at 60, with a few frame drops here and there
