Why is she finding it hard to complete a sentence - Its like she's trying to copy something she heard but didn't quite comprehend the meaning. Does she drink? I only know what she means because I am familiar with the story. If I was coming across this for the first time i wouldn't have a clue what she was trying to say.

I DO not agree with any of this but she is trying to say ...

"We're broadening the operational capabilities of the Guantanamo Bay detention camp to allow it intern migrants. We are also putting in new resources to increase capacity. We can then house undocumented criminals safely outside the USA during the extradition process.."
