The thing about in-house engines like RAGE is that they're made specifically for the needs of R*s own games. UE5 is an impressive engine, but designed for different purposes. For example, Fortnite requires real time dynamic GI for its lighting because the environment is destructible and therefore that's the default for the engine. Other games with more static environments can benefit from more performant solutions since they don't need expensive dynamic GI.
Surfing would be a great new activity to get players utilizing that portion of the map. Hopefully with this new tech, water physics takes a big leap to make this possible.
