One of the problems with using these soldiers of fortune or mercenaries, is that it can never be ruled out that they are the cause for conflicts and instability and how long or bad they get, because,.. they got to make a living and conflict is what they know.

The republic should have kept a small federal military: A small navy of highly advanced starfighter carriers and efficient escort cruisers, and a small marine corps purely to quickly aid republic planets long enough for the republic to create an army. Law enforcement would be left to the judicials.

One of the other things that caused the Clone Wars was that corporations were allowed to accumulate power and monopolies, and not only were these corporations not regulated sufficiently, these corporate factions were given Senate seats.
In a galaxy where one Senator represents an entire sector of space, a single Senate seat is outsized power and influence.

The Republic was just to large to be truly effective. There were one million member worlds and 69 million colonies.
Even if the Republic had the equivalent of a National Guard it would be nearly impossible to regulate.

The parallels of 2020s America are palpable. Pooling of resources to urban areas while pulling security from other regions allowing criminal elements to flourish.
The Ruusan reformation was the cornerstone of Palpatine's rise to power. I can't help but think the Sith had a hand in it. It benefited their new strategy to rule from the shadow greatly. The loss of security in the Outer and Mid Rims caused wealth and power to concentrate in the Core, making it easier to for the Sith to corrupt others to their cause. They turned to private security when they didn't have an actual military, and it eventually made the corporations too powerful. The Republic wasn't a democracy by the time Padme Amidala lamented the death of democracy. It was an oligarchy.
The victory Sidious reveled in was only possible due to the work of his predecessors.
