i seen this crazy cartoon or CGI movie years back where this Egyptian god Horus (the bird head God) was sitting on a bridge with this guy that had lead put on his feet . I cant remember the name of this movie . Does anyone know ?

The Animatrix should be near the top. At least 4 of the segments were exemplary, the rest very good as well. Plus, far surpassed both Reloaded & Revolutions.

Oof, you can't put Akira on the list without saying if you want to watch it you need to read the manga first. If you try to watch the anime without the manga it isn't going to make any sense to you, because too much of the manga was cut out of the anime due to the run time.
The original Heavy Metal didn't even get an honorable mention? You also forgot American Pop.
Oscars 2022 said that kids watch animated movies over and over again. Well this is animation for grown ups
Waking Life was a boring plotless movie I regret watching. Scanner Darkly at least had a decent story. The original Heavy Metal would be better for this list.
