For instance, he only is friends with Sejanus because the Plinth family is super rich (Sejanus' dad was the one who donates the "Plinth prize"), which is how they even live in the Capitol in the first place. The Plinths were district, but bought their way out. His inner thoughts are filled with him deliberately kissing up to certain people to get his way. From early on in the book he acknowledges that he really doesn't like Sejanus and is just using him to be close to that money. (He appreciates Sejanus as a person and all, but he had calculated that since the other Capitol folks avoid "district" like the plague, it put him in a favorable position). The friendship does become more genuine over time, so its not all a ruse, but it is still calculated.
I don't remember if the movie showed it, but in the books Mr. Plinth actually "adopts" Snow and names him his heir to replace Sejanus in his life. Mrs. Plinth was also a pretty major character who treated both boys as her own sons, sending them food and so on when they were in the districts.

What should have happened is Sejanus should have been killed by the rebels after they get found out and believe he sold them out, and then Lucy Gray when she's trying to run away with Corio, thus igniting his rampant hatred for the rebels and explaining why he's so paranoid about Katniss.
